It is commonly believed that art plays a fundamental role in society as artists are able to express their thoughts and their culture in their work. In my opinion, children should definitely learn art because they can develop creativity and learn to express themselves in their art work but it should not be taught to the detriment of other subjects. Firstly, art is an essential subject which children, especially young children. should learn in order to help promote their creativity and imagination. Without the development of imagination and creative thinking, children will struggle to grow into dynamic, individual thinkers when they reach adulthood. Furthermore, some children are particularly gifted in their creative abilities and studying art can help them nurture their talents. Another important advantage for children when practicing art is that it provides a medium through which they can express their emotions and feelings. In other words, young children do not have the linguistic capabilities to put their ideas into language and thus communicate directly. Therefore, by using art, they are able to convey meaning through pictures and symbols. For this reason, many child psychologists often study the art work of children to gain an insight into what they think and feel. 

Finally, however, regardless of how useful the study of art is for children, this should not result in more focus being placed on art rather than other subjects. Children need to have a balance of all subjects so as to facilitate a healthy development both mentally and physically. Thus, ensuring that there is a healthy balance of art, sciences, languages and physical education in the school syllabus is essential. In conclusion, while art certainly helps a child develop creativity as well as express their thoughts, it should be taught equally alongside all other subjects. A school curriculum should offer a balance of subjects.

সরকারি চাকরিজীবীদের বাইরে বেসরকারি চাকরিজীবী বা অন্য পেশার প্রবীণদের জন্য পেনশন সুবিধা নিশ্চিত করার কার্যক্রমই সার্বজনীন পেনশন নামে পরিচিত। এই পেনশন ব্যবস্থা পুরোদমে চালু হওয়ার পর থেকে সরকারি চাকরিতে নিয়োগপ্রাপ্তদেরও এই ব্যবস্থার অন্তর্ভুক্ত করা হবে। অর্থাৎ, তখন সরকারি-বেসরকারিতে আলাদা পেনশন বলে কিছু থাকবে না। এখানে বেশির ভাগ ক্ষেত্রেই সুবিধাভোগীরা কর্মক্ষম থাকার সময় একটি হিসাবে টাকা জমা রাখবেন। তবে যারা টাকা জমাতে অক্ষম, তারাও এই সুবিধার বাইরে থাকবেন না। ২০২৩ সালের মধ্যে এই পেনশন সুবিধা চালু করা হবে। সেজন্য আইন ও বিধি তৈরি করা হবে এই সময়ের মধ্যেই। একটি কর্তৃপক্ষ গঠন করে তার অধীনে চলবে এই পেনশন সুবিধা । এর আওতায় নিবন্ধিতরা ৬০ বছরের পর থেকে মৃত্যু পর্যন্ত পেনশন ভোগ করতে পারবেন। যাদের বয়স এখন ১৮ থেকে ৫০ বছরের মধ্যে, আপাতত তাদের এ সুবিধার অন্তর্ভুক্ত করা হবে। কেন সার্বজনীন পেনশনঃ 

সংবিধানের ১৫ (ঘ) অনুচ্ছেদ আছে, বার্ধক্যজনিত কারণে অভাবগ্রস্ত হলে তাদের অভাবের কারণে যাদের সাহায্য প্রয়োজন, তাদের সাহায্য নিশ্চিত করা রাষ্ট্রের দায়িত্ব। সেই আলোকে এই পেনশন স্কিম নেওয়া হচ্ছে। 

সংবিধানের দ্বিতীয় ভাগে মৌলিক প্রয়োজনের ব্যবস্থা শিরোনামে ১৫ (ঘ) অনুচ্ছেদে বলা রয়েছে: রাষ্ট্রের অন্যতম মৌলিক দায়িত্ব হইবে পরিকল্পিত অর্থনৈতিক বিকাশের মাধ্যমে উৎপাদনশক্তির ক্রমবৃদ্ধিসাধন এবং জনগণের জীবনযাত্রার বস্তুগত ও সংস্কৃতিগত মানের দৃঢ় উন্নতিসাধন, যাহাতে নাগরিকদের জন্য নিম্নলিখিত বিষয়সমূহ অর্জন নিশ্চিত করা যায়: (খ) সামাজিক নিরাপত্তার অধিকার, অর্থাৎ বেকারত্ব, ব্যাধি বা পঙ্গুত্বজনিত মাতৃপিতৃহীন য বার্ধক্যজনিত কিংবা অনুদান পরিস্থিতিজনিত আয়ত্তাতীত কারণে অভাবগ্রস্ততার ক্ষেত্রে সরকারি সাহায্য লাভের অধিকার। পেনশন সুবিধার প্রস্তাবে যা আছেঃ 

• ১৮ থেকে ৫০ বছর বয়সী সকল কর্মক্ষম নাগরিক এই পেনশন সুবিধা পাওয়ার অধিকারী হবেন। প্রবাসে কর্মরত বাংলাদেশিরাও এতে অংশ নিতে পারবেন। তবে সরকারি ও স্বায়ত্বশাসিত প্রতিষ্ঠানের কর্মীদের বিষয়ে পরে বিবেচনা করা হবে, কারণ এখন তারা সরকারিভাবেই একটি পেনশন ব্যবস্থার আওতায় আছেন।
• জাতীয় পরিচয়পত্রের তথ্যের ওপর ভিত্তি করে ১৮ থেকে ৫০ বছর বয়সী সব নাগরিক পেনশন হিসাব খুলতে পারবেন। প্রাথমিকভাবে এটা হবে ঐচ্ছিক। পরে তা বাধ্যতামূলক করার পরিকল্পনা আছে সরকারের। 
• ধারাবাহিকভাবে কমপক্ষে ১০ বছর চাঁদা জমা দিলে সাপেক্ষে মাসিক পেনশন পাওয়ার যোগ্যতা অর্জন করবেন একজন। প্রতিটি নাগরিকের জন্য একটি পেনশন অ্যাকাউন্ট থাকবে। ফলে চাকরি বা পেশা পরিবর্তন করলেও পেনশন হিসাব অপরিবর্তিত থাকবে। মাসিক সর্বনিম্ন চাঁদার হার নির্ধারিত থাকবে। তবে প্রবাসীদের ক্ষেত্রে ত্রৈমাসিক ভিত্তিতে চাদা দেওয়ার সুযোগ থাকবে। 
• সুবিধাভোগীরা বছরে ন্যূনতম বার্ষিক জমা নিশ্চিত করবেন। তা না হলে তাদের হিসাব সাময়িকভাবে স্থগিত থাকবে। পরে বিলম্ব ফিসহ বকেয়া চাঁদা পরিশোধের মাধ্যমে হিসাব সচল হবে। 
• পেনশনের জন্য নির্ধারিত সময়সীমা (৬০ বছর) পূর্ণ হলে পেনশন তহবিলে পুঞ্জিভূত লভ্যাংশসহ জমার বিপরীতে নির্ধারিত হারে পেনশন দেওয়া হবে। মৃত্যুর আগ পর্যন্ত প্রতি মাসে এই পেনশন সুবিধা ভোগ করবেন। 
• নির্ধারিত চাঁদা জমাকারী পেনশনে থাকাকালে ৬৫ বছর পূর্ণ হওয়ার আগে মারা গেলে তার নমিনি সেই মাসিক পেনশন প্রাপ্য হবেন। মূল জমাকারীর বয়স যে বছর ৭৫ বছর পূর্ণ হত, ওই বছর পর্যন্ত নমিনিকে এই পেনশন দেওয়া হবে। 
• পেনশন স্কিমে জমা করা অর্থ কোনোভাবেই কোনো পর্যায়ে এককালীন উত্তোলনের সুযোগ থাকবে না। তবে আবেদনের প্রেক্ষিতে জমা অর্থের ৫০ শতাংশ ঋণ হিসেবে তোলা যাবে, যা সুদসহ পরিশোধ করতে হবে। 
• কমপক্ষে ১০ বছর চাঁদা দেওয়ার আগেই নিবন্ধিত চাঁদাপ্রদানকারী মারা গেলে জমা অর্থ মুনাফাসহ তার নমিনিকে ফেরত দেওয়া হবে। 
• পেনশনের জন্য নির্ধারিত চাঁদা বিনিয়োগ হিসাবে বিবেচনা করে কর রেয়াতের জন্য বিবেচিত হবে। পেনশন বাবদ মাসিক যে অর্থ পাওয়া যাবে তা পুরোপুরি আয়কর মুক্ত থাকবে। পেনশন কর্তৃপক্ষের খরচসহ সংশ্লিষ্ট অন্যান্য ব্যয় সরকার বহন করবে। 
• পেনশন কর্তৃপক্ষ তহবিলে জমা অর্থ নির্ধারিত গাইডলাইন অনুযায়ী বিনিয়োগ করবে এবং সর্বোচ্চ লাভের ব্যবস্থা করবে। 

এই পেনশন ব্যবস্থায় লাভের একটি আনুমানিক হিসাবঃ যদি মাসিক চাঁদা ১০০০ টাকা, মুনাফা ১০ শতাংশ ও আনুতোষিক ৮ শতাংশ ধরা হয়, ১৮ বছর বয়সে যদি কেউ চাঁদা দেওয়া শুরু করে এবং ৬০ বছর বয়স পর্যন্ত তা চালু থাকে, তাহলে ঐ ব্যক্তি অবসরের পর ৮০ বছর বয়স পর্যন্ত প্রতি মাসে ৬৪ হাজার ৭৭৬ টাকা করে পেনশন পাবেন। যদি ৩০ বছর বয়সে চাঁদা দেওয়া শুরু হয় এবং ৬০ বছর পর্যন্ত তা অব্যাহত থাকে, তাহলে অবসরের পর প্রতিমাসে ১৮ হাজার ৯০৮ টাকা পেনশন পাবেন। তবে চাঁদার পরিমাণ ১০০০ টাকার বেশি হলে আনুপাতিক হারে পেনশনও বেশি হবে। এটি একটি আনুমানিক হিসাব। আইন ও বিধি প্রণয়ন এবং পেনশন কর্তৃপক্ষ প্রতিষ্ঠার পর প্রকৃত চিত্র পাওয়া যাবে।
